New York, NY (September 29, 2015) — EmblemHealth today announced the addition of Dr. Scott Breidbart, MD, M.B.A. to the newly-created position of Chief Clinical Officer, effective October 12. Reporting directly to the company's President & CEO Karen Ignagni, Dr. Breidbart will be an integral member of its senior leadership team as EmblemHealth works to lead the region in quality-based payment models.
"Scott has a distinguished record of performance. He has pioneered innovative partnerships between health plans and clinicians, developed model quality assurance programs, and has been a leader in moving the delivery system from a volume-based to a value-based focus," said Ms. Ignagni.

Dr. Breidbart joins EmblemHealth from Empire Blue Cross Blue Shield where he has served as Chief Medical Officer since 2008. At Empire, Dr. Breidbart was instrumental in payment structure reforms, and was the clinical face of the company to its provider network, clients, regulators, and internal teams. Prior to Empire, Dr. Breidbart spent 10 years with Health Net in Shelton, CT, where he held numerous positions in medical direction and integration, and was most recently the National Vice President for Quality Improvement and Medical Policy. He has previously held academic and patient care positions at Oxford Health Plans, New York Medical College, Montefiore Medical Center, Westchester Medical Center and Columbia Presbyterian Hospital.
Dr. Breidbart received a Master of Business Administration in Strategic Management from Pace University's Lubin School of Business, and a Doctor of Medicine from the College of Physicians and Surgeons at Columbia University. He holds a graduate degree in Mathematics from Hebrew University and a Bachelor of Arts with Distinction in Mathematics from Yale University.
He is licensed to practice medicine in New York and Connecticut, and is Board Certified in Pediatrics and Pediatric Endocrinology.
